Eligibility Criteria for HPSC HCS & Allied Services Recruitment 2026

Educational Qualification (as on 26.02.2026):

  • For all posts: Bachelor’s Degree in Arts (BA), Science (BSc), Commerce (BCom) or an equivalent degree from a recognized University
  • All qualifications must be from recognized institutions
  • Candidates must possess all certificates on or before the closing date
  • Improvement in marks after closing date will not be considered

Physical Standards (for DSP only):

Note: Chest expansion of 1½” (3.81 cm) is mandatory for male candidates over and above chest measurement without expansion.

Age Limit for HPSC HCS & Allied Services Recruitment 2026 (as on 01.01.2026)

For HCS & Allied Services (except DSP):

  • Minimum Age: 18 years
  • Maximum Age: 42 years

For DSP:

  • Minimum Age: 18 years
  • Maximum Age: 27 years

Age Relaxation (as per Govt. Instructions dated 25.03.2022):

Important Notes:

  • Age relaxation for reserved categories only where posts are reserved for that category
  • Upper age limit shall not exceed 52 years (except Ex-servicemen)
  • Matriculation certificate is the only acceptable document for age proof

Selection Process for HPSC HCS & Allied Services Recruitment 2026

The examination consists of 3 successive stages:

Stage 1: Preliminary Examination (Screening Only)

Total Marks: 200

Key Points:

  • Both papers: Objective type (Multiple Choice Questions)
  • Bilingual: English and Hindi
  • Duration: 2 hours each
  • Negative Marking: 0.25 marks deducted for each wrong answer
  • Paper-II is qualifying with minimum 33% marks required
  • Merit list based on Paper-I marks only (if candidate scores 33% in Paper-II)
  • Candidates 12 times the advertised vacancies (including bracketed) will be called for Main Examination
  • Preliminary marks NOT counted towards final selection
  • Syllabus available on HPSC official website

Stage 2: Main Written Examination

Total Marks: 600

Key Points:

  • Conventional (essay) type papers
  • Duration: 3 hours each
  • Answers in Hindi or English (except language papers)
  • General Studies papers: Either Hindi OR English (not both in same paper)
  • Candidates must write in own hand (scribe allowed for VH/OH with permission)
  • Minimum Qualifying Marks:

    • 45% aggregate in all papers (35% for PwBD candidates if sufficient candidates not available)
    • Minimum 33% each in English and Hindi papers

  • Candidates 3 times the advertised posts (including bracketed) will be called for Personality Test
  • Syllabus available on HPSC official website

Stage 3: Personality Test/Viva-voce

Marks: 75

  • Candidates 3 times advertised posts called for interview
  • Assessment of suitability for public service career
  • Qualities judged: Mental alertness, critical powers, clear exposition, judgment balance, social traits, current affairs interest, leadership ability, intellectual and moral integrity
  • Natural, directed, and purposive conversation (not strict cross-examination)

Final Merit & Selection

  • Total Marks: 675 (Main Written: 600 + Viva-voce: 75)
  • Final selection based on total marks and preference of services exercised by candidates
  • If candidates have equal marks: Higher marks in Main Written papers considered, then older age
  • No rechecking/revaluation of answer sheets

General Instructions for HPSC HCS & Allied Services Recruitment 2026

Service Preference:

  • Candidates can apply for all or any services/posts as advertised
  • Preference to be submitted online at time of application
  • No change in preference allowed at any stage
  • Reserved category candidates can also apply for General category posts if fulfilling all conditions

Important Conditions:

  • Candidates must be Indian citizens (or as per specified nationalities)
  • Reservation benefits only for Haryana domiciles
  • BC-A/BC-B candidates must belong to Non-Creamy Layer (as per notification dated 16.07.2024)
  • EWS certificate valid for 2025-26 required
  • BC-A/BC-B NCL certificates must be issued during April 2025 to March 2026
  • All SC candidates must have latest DSC/OSC certificate (as per notification dated 13.11.2024)
  • Women candidates: Caste certificate from father’s side only (not husband’s side)
  • ESM/DESM/DFF certificates must be valid on closing date
  • Haryana Govt. employees who executed bond must provide NOC
  • PwBD candidates with 40%+ disability eligible for benefits

PwBD Candidates – Scribe & Extra Time:

  • Extra time: 20 minutes per hour for Blind/Low vision/Locomotor disability
  • Candidates must arrange own scribe
  • Scribe should be student up to 10+2 level
  • Written request for scribe/extra time at least 5 days before examination
  • Medical certificate from Medical Board required

Examination Rules:

  • Mobile phones, pagers, electronic devices, smart watches, cameras, Bluetooth devices strictly prohibited (even in switched-off mode)
  • Use of unfair means, impersonation, misbehavior will lead to disqualification and criminal prosecution
  • Penalty provisions of Haryana Public Examination (Prevention of Unfair Means) Act, 2021 applicable
  • Commission’s decision on eligibility, selection is final

Four-Stage Online Application Process:

Stage 1: Registration

  • Step 1: Visit official website: http://hpsc.gov.in
  • Step 2: Register using Mobile Number & Aadhaar Number (or Mobile Number if Aadhaar not updated)
  • Step 3: Create Login ID and Password
  • Step 4: Login credentials will be sent to registered email

Stage 2: Filling Application Form

  • Step 1: Login with registered Email ID and Password
  • Step 2: Read instructions carefully
  • Step 3: Fill all required details:

    • Post selection with preference
    • Personal details (Name, Father/Mother name, DOB, Category)
    • Educational qualifications with marks and passing year
    • Experience details (if applicable)
    • Aadhaar Number/Virtual ID (for biometric attendance)

  • Step 4: Upload documents (see list below)

Stage 3: Payment of Fee

  • Pay application fee online through Net Banking/Debit Card/Credit Card
  • Payment deadline: 26.02.2026 up to 05:00 PM

Stage 4: Final Submission

  • Step 1: After payment, take printout of application form
  • Step 2: Check all details carefully
  • Step 3: Sign the printout at bottom right corner
  • Step 4: Upload signed application form online
  • Step 5: Take final printout of uploaded signed application
  • Step 6: Keep hard copy for interview/document verification

IMPORTANT: Applications without uploaded signed copy will be treated as incomplete and summarily rejected.

Important Points:

  • No other mode of application accepted (only online)
  • Carefully enter all details – no changes allowed after submission
  • Keep Application Number for future reference
  • Multiple applications: Only application with highest/latest number considered
  • Fee paid against one application not adjustable to another
  • Ensure mobile number and email ID remain active till selection completion
  • Check application carefully before final submission
  • Incomplete/defective applications will be summarily rejected
